NATIONAL QUESTIONS IN NATIONAL CONFERENCES

Knowledge of the outstanding national issues and how they can be resolved.

This will include:

  • Examine the unresolved issues as raised in the National Conferences, particularly Devolution of Powers, Resource Control, Derivation Principles, list of components in the Concurrent, Exclusive and Residual sections.
  • Discuss the limits of decentralization vis a vis the dangers of over-centralization, state police, local government relationship with state and federal governments.
  • Expound on the obstacles or challenges in implementing the recommendations of the conferences; the right of self-determination. 
  • The legal position on the 1979/99 military established constitutions.
